GIS is a database management system that stores,
manipulates and displays data. GIS builds data, not maps.
The data is simply displayed through a map. Almost all data
has some component of geography. Whether the data is crime
statistics (place a crime occurred), emergency management
(addressing and proximity), or economic data such as real
estate (location), even financial data (where are your tax
bills mailed?) all involve some spatial element.
The main goal of GIS is not to simply display data (in
the form of Maps), but answer questions. Perhaps you want to
see how property values compare in your subdivision, or
display the quickest routes for emergency vehicles; GIS is
the tool used to answer these and many other spatial
questions. GIS is the technology Lumpkin County will use to
more efficiently manage its growing geographic data.
