Profile

Stan Kelley was born and raised near Cave City, Arkansas, a small farming community located in the foothills of the Ozark Mountains. He attended Arkansas State University, where he earned a Baccalaureate Degree in Criminology. Upon graduation in 1978, Stan received a Regular Army Commission as a Second Lieutenant of Infantry and was assigned to the 25th Infantry Division at Schofield Barracks, Hawaii. His military experience included tours of duty at Ft. Bragg, NC, Ft. Benning, GA, Camp Frank D. Merrill, Dahlonega, GA and nine years as a U.S. Army Reserve Officer.

In 1989, Stan decided to leave active military duty to begin a career in law enforcement. His career in law enforcement began with the Hall County, GA Sheriff’s Department where he initially served as a patrol officer. In 1991, he was promoted to sergeant and served as the Departmental Training Officer. In 1993, Stan transferred to the Lumpkin County Sheriff’s Department, where he served as the Uniform Patrol Division Commander. In 2001, he was promoted to major and served as the Chief Deputy until December 2004. In January 2005, Lumpkin County changed forms of government from a Sole Commissioner to a Commission-Manager form of government. Stan was selected to become the interim County Manager for Lumpkin County during the transition and was chosen in March 2005 to become Lumpkin County’s first County Manager.

Stan gained extensive training and experience in leadership and management throughout his military and law enforcement careers. While on active military duty, Stan served as an instructor in the U.S. Army’s premier leadership training program, U.S. Army Ranger School. In 1995, he graduated from the Federal Bureau of Investigation (FBI) National Academy at Quantico, VA, a distinction reserved for only two percent of the nation’s law enforcement professionals. He earned a Master of Public Administration (MPA) Degree from North Georgia College and State University in 1999 and served as an adjunct instructor in the Criminal Justice and Political Science Department for five years. Stan is an active member of Bethlehem Baptist church in Dahlonega, GA, where he teaches an adult Sunday school class. He is a member of Gideon’s International and the International City/County Managers Association. He is married to the former Sally Pat Bryant of Dahlonega and has a son, Matthew Kelley and two stepdaughters, Brandi Turner and Lindsey Haynes andĀ four grandchildren.
