The Lumpkin County Water & Sewerage Authority is committed to deliver reliable service & respond to our customer’s needs.
LCWSA has published Annual Water Quality Reports / Consumer Confidence Reports (CCRs) for the 2017 Calendar Year. Paper copies of the CCRs are available at the LCWSA Office. Scanned Copies are available under the Downloads section at the bottom of this page.
Current restrictions on outdoor watering are based on Lumpkin County’s Outdoor Landscape Watering Policy, which limits outdoor watering to the hours between 4 P.M. and 10 A.M. There are certain exceptions to this limitation, which can be found in Section 54-19 of the Lumpkin County Code.

Why am I charged a connection fee to establish service?
The connection fee is an administrative fee which covers costs associated with sending a field representative to your residence or business for reading and/or connecting service and the administrative time required to process the application.
What are regular office hours?
LCWSA business hours are Monday through Friday, 8:30AM – 4:30PM. LCWSA is closed for lunch from 1:00PM – 2:00PM.
How can I pay my water bill?
We gladly accept cash, checks, money orders and credit/debit cards at the LCWSA Office. We also accept credit/debit cards through our department page at www.lumpkincounty.gov and by phone at 1-855-429-3541. For your convenience, we also offer ACH Bank Draft; the form can be found on our website.
When is my payment considered late and are there any penalties for late payments?
Any payments not received on or before the 15th will receive penalties on the following business day. A penalty of 10% is added to the account.
Who should I contact in case of an emergency?
If it is between 8:30AM and 4:30PM Monday through Friday, call 706-867-6580. Any other time, please call 706-864-3633.
Is there a deposit required?
All accounts will require a deposit. The current deposit is $100.00. New customers will also be required to pay a connection fee of $50.00, at the time the application for water service is made.
How often will I be billed?
LCWSA customers are billed monthly.
Do I need to be home to have my new water service connected?
LCWSA customers do not have to be at home for their water service to be connected. A field representative will come to your home and connect your service at the water meter. However, you need to turn off everything (such as water faucets, etc.) that uses water prior to your new service being connected.
I applied for new service today, so why can’t I have my service connected today?
LCWSA establishes new service accounts by dispatching a field representative to your residence or business to obtain a reading of your meter. LCWSA must coordinate the service request schedules of all customers. In order to meet all new service requests, all applications accepted after 2:00 p.m. will not be activated until the following business day.

Does LCWSA have records or provide water testing services for with private wells?
No. Individuals with private wells wishing to have their water tested should contact the Lumpkin County Cooperative Extension Office. Their phone number is 706-864-2275.
Does LCWSA have records or issue permits for septic systems?
No. The Lumpkin County Environmental Health Department maintains records and issues permits for septic systems. Their phone number is 706-867-2730.

The Lumpkin County Water and Sewerage Authority is governed by a Board of Directors composed of seven members who serve on a part-time basis. The Chairman of the Lumpkin County Board of Commissioners, the Mayor of the City of Dahlonega and the Chairman of the Lumpkin County Development Authority (or their appointed designees) serve on the Board of Directors by position. The remaining four board members are appointed by the Lumpkin County Board of Commissioners. Each appointed board member serves for a term of two years and may be reappointed for additional terms.
Appointments to the board are structured in a staggered manner to ensure continuity in governance. The Chairman, Vice Chairman and Secretary are elected by and serve at the pleasure of the Water Authority Board of Directors. The Board of Directors meet at 2:00 p.m. on the 3rd Tuesday of each month in the downstairs conference room of the Lumpkin County Administration Building at 194 Courthouse Hill in Dahlonega, Georgia. These meetings are open to the public.
From an operations standpoint, the Authority utilizes a Board of Directors – Administrator form of organization. The Executive Director is appointed by and serves at the pleasure of the Board. The Board adopts a balanced budget annually and establishes billing rates and fees for the operations of the Water Authority. The Executive Director has the responsibility of administering operations in accordance with the policies and the annual budget adopted by the Board of Directors.
The Lumpkin County Water and Sewerage Authority was created as a political subdivision of the State of Georgia by an act of the Georgia General Assembly in March of 1984 to facilitate the provision of water and sewer service to the citizens of Lumpkin County.
The Authority operates as an independent political subdivision of the state, similar to counties and cities in Georgia. However, the Authority is not a taxing entity and therefore operates as an enterprise, meaning it operates solely off the revenues collected from bills and fees for water and sewer service.

Please detach and return the top of portion of your invoice will with your payment. Acceptable forms of payment by mail are checks or money orders made payable to Lumpkin County Water Authority.
Payments can be made at the LCWSA Office during regular business hours. LCWSA’s address and hours are shown at the top of this page.
When paying at the LCWSA Office, acceptable forms of payment are cash, check, money order, debit card or credit card.
Note Regarding Debit Card or Credit Card Payments and Convenience Fees:
LCWSA utilizes a Third Party payment processor to complete all credit and debit card payments. The Third Party payment processor charges a convenience fee of 3% (minimum of $2.00) to provide that service, which is collected at the time of payment. No portion of the convenience fee is received by LCWSA.
LCWSA has a Drop Box located across the parking lot from the LCWSA Office. Customers can place their payment in the Drop Box at anytime. Payments placed in the Drop Box will be collected and posted to the customer’s account the next business day.
Payments placed in the Drop Box should be enclosed in an envelope and include the top portion of the bill to allow LCWSA to identify the account number, name and service address. Acceptable forms of payment using the Drop Box are checks or money orders made payable to Lumpkin County Water Authority.
Please do not place cash in the Drop Box.

LCWSA utilizes a Third Party payment processor to complete online credit and debit card payments. The LCWSA advises you that by clicking on the link below you will be redirected to a secure, Third Party, payment processor website (pay.billingdoc.net) which is operated and maintained independently of the LCWSA.
To make a payment by phone using a debit card or credit card:

LCWSA utilizes a Third Party payment processor to complete all debit and credit card payments. The Third Party payment processor charges a convenience fee of 3% (minimum of $2.00) to provide that service, regardless of whether the payment is made online, by phone or in person at the LCWSA Office.
The convenience fee requires customer pre-approval and will be collected at the time of payment. No portion of the convenience fee is received by LCWSA.
